Senate Republicans have been successful in blocking a cloture vote on H.R. 1105, the giant, earmark-filled omnibus spending bill thrown up by the House. Cloture is a tactic used by the majority to shut off a filibuster. It takes 60 votes to shut off debate and move to final passage.
